- Represents the board at West Valley Flood Control and Watershed Advisory Committee meetings
- Represents the board at Guadalupe Parks and Gardens task force meetings
- Represents the board at Santa Clara Parks and Recreation Commission meetings
- Represents the board at Water Reuse Association meetings
- Larry has more than 30 years of surface- and groundwater-management experience. Prior to joining the board, he served the community as watermaster, hydrographer, water operations supervisor and groundwater monitoring superintendent.
Major accomplishments that he shares with his colleagues are:
- Introducing policy governance to the district.
- Changing the District Act to include environmental protection of our streams and watersheds.
- The passage of the Clean Safe Creeks and Natural Flood protection special tax that provides funding for 15 flood control projects, stream restoration and trails and open space.
- Completion of the downtown and Lower Guadalupe River flood control projects.
- The completion of upgrades of the Penitencia and Santa Teresa water treatment plants to an ozone-treatment process.
A fifth-generation native of the area, Larry is married and has a son and daughter, four grandchildren and three great grandchildren.
He attended M.R. Trace Elementary School , Herbert Hoover Middle School , Pacific Grove High School and San Jose State University.
