Submeter Rebate Program Guidelines

  1.  Applicant must contact the water district before the start of the project to receive an application package:
    (408) 265-2607, ext.2707.
  2. Applicants must complete and return a W-9 Request for Taxpayer Identification Number and Certification. The
    Santa Clara Valley Water District will provide this form to all applicants.
  3. The rebate amount is up to $100 per installed submeter and may be applied to the cost of the submeters and
    installation of the submeters. Under no circumstance can the rebate amount exceed the cost of the submeter
    and its installation. 
  4. The installed submeter equipment must meet the following criteria:
    • Be compliant with the Uniform Plumbing Code
    • Be certified for use, before installation, by the Department of Weights & Measures
    • Be permitted by the California Department of Housing & Community Development
  5. The equipment must be lawfully installed. 
  6. Any contractor hired to install submeters must meet the following criteria:
    • Be licensed to work in California
    • Be insured 
  7. The Santa Clara Valley Water District will not reimburse costs associated with the following:
    • Device certification by the Department of Weights and Measures
    • Permit costs by the California Department of Housing & Community Development
    • Regular maintenance or replacement of existing or District funded submeters
    • Costs associated with utility billing
  8. The property owner must submit the following to the Santa Clara Valley Water District: a copy of the installation
    invoice, a copy of the submeter purchase invoice, a copy of the permit from the California Department of Housing
    and Community Development, and a copy of the submeter certification from the Santa Clara County Dept. of
    Weights and Measures, as soon as the project is completed. 
  9. The Santa Clara Valley Water District must be given access to any and all water-use data for the property. All
    programs are subject to funding availability and program restrictions.
