| Description |
The proposed project would construct an advanced recycled water treatment facility capable of producing up to 10 million gallons of ultra-pure recycled water per day using advanced treatment technologies including microfiltration, reverse osmosis and ultraviolet disinfection. The product water from the proposed project would be blended with the tertiary effluent from the Santa Jose/Santa Clara Water Pollution Control Plant to reduce the total dissolved solids concentration in the blended water to a maximum of 500 mg/L. The district and the City of San Jose, which have discretionary approval over the project, are respectively the lead agency and the responsible agency under California Environmental Quality Act (CEQA). The United States Bureau of Reclamation, which has discretionary approval over project funds allocated through the Title XVI program, is the lead agency for the proposed project under the National Environmental Policy Act (NEPA).

| Description |
The proposed Project involves rehabilitating a three mile segment of the East Pipeline which is located along White Road, between Patt Avenue and Ocala Avenue, in east San Jose, California. The proposed Project has a multi-faceted scope including basic maintenance, mandated improvements, and corrective modifications. The objective of the proposed Project is to increase the reliability and useful life of the East Pipeline, helping to ensure the long term reliable delivery of potable water to consumers within the pipeline’s service area. A public hearing on the Engineer’s Report will be held at 10:00 AM on August 25, 2009, at the Santa Clara Valley Water District, 5700 Almaden Expressway, San Jose, California.

The proposed Project involves rehabilitating a six mile segment of the West Pipeline, located on the west side of the San Jose Metropolitan Area. The six mile segment is located in Saratoga, Cupertino, and Los Altos. A temporary shutdown of this segment of the treated water supply piping will be necessary to complete this work, but alternate sources will provide water without service interruption.

| Description |
Recirculation allows the public an opportunity to comment on significant changes to a DEIR that have been made following the original DEIR formal comment period. A portion of the Alviso Slough Restoration Project DEIR (Water and Sediment Quality, Section 3.2) has been revised and is being recirculated pursuant to CEQA Guidelines, Section 15088.5. Recirculation is required when significant new information is added to a draft EIR after public notice is given but prior to certification by the decision-making body. Significant new information would include a disclosure of new significant environmental impacts that would result from the project, new mitigation measures proposed to be implemented, or a substantial increase in the severity of environmental impacts not covered in a previous document. The goal of the recirculation is to allow the public a meaningful opportunity to comment on new project impacts and proposed mitigation. Technical discussions duplicated in Appendix B were removed to focus the discussion. Changes in the document are marked as strikeout or insertions to facilitate review. |
